| Origins Dave grew up in Galva, a rural community in west central Illinois, located about 150 miles southwest of Chicago. He is a direct descendant of the nearby Bishop Hill Colony, a Swedish agricultural commune that operated during the mid-1800's. Education A graduate of Galva High School, Dave went on to receive degrees from Illinois Central College in Peoria (AAS), where he was a member of Phi Theta Kappa, and Southern Illinois University in Carbondale (BS). While at SIU, Dave was a staff writer for The Daily Egyptian, the university newspaper. Dave later returned to SIU to pursue graduate studies in journalism (MS). He is a life member of the SIU Alumni Association. In addition, Dave has been a member of American Mensa since 1980. Military Service Dave served on active duty in the U.S. Air Force for 8 years. More than 2 years of this period were devoted to technical training in electronics technology. Dave's primary duty assignments were with the Strategic Air Command (SAC) and the U.S. Air Force Security Service (USAFSS). He later served for 4 years as a full-time air technician with the Illinois Air National Guard (ILANG). SAC As a member of SAC, Dave was a ground radio technician assigned to SAC headquarters at Offutt AFB, Nebraska. He worked at both the transmitter and receiver sites of SAC's Short Order system, an HF/SSB radio system providing command and control functions for the U.S. bomber force during the Cold War. SAC was officially disbanded in 1992 after 40 years of service. USAFSS Dave was a radio intercept technician with the United States Air Force Security Service, an intelligence command that collected and developed information for the National Security Agency (NSA/CSS). Dave's duty assignments were at Misawa AB, Japan and Goodfellow AFB, Texas during the height of the Vietnam War. In 1979, USAFSS was redesignated the Electronic Security Command which has since become part of the Air Intelligence Agency. ILANG Dave was the base communications supervisor for the Illinois Air National Guard facility in Peoria, Illinois for nearly four years. He provided technical, supervisory, and training services in support of the base telephone, VHF/UHF radio, and data communications systems in a federal civil service role. Commercial Technical Experience Following his military service, Dave was a technical representative and security systems field engineer for Xerox, ADT Security Systems, and other companies where he provided high-end electronics technical support for office equipment and fire and theft protection systems. Consulting Experience (Highlights) Dave's entry into the field of communications was an unpaid project developed and presented as a public service. Not long after the nuclear power plant accident at Three Mile Island in Pennsylvania, Dave created a mixed-media presentation explaining the details of nuclear power technology for a general audience. Working with a colleague, he presented this program to a number of community organizations for educational purposes. Supply Chain Management Dave's first professional position as a writer and editor was with Caterpillar, Inc., in Peoria, Illinois. There he worked on some of the earliest efforts in supply chain management, developing work products in an IBM mainframe environment. Software Development/Desktop Publishing Dave served in a position as a technical writer with AT&T Software Systems in St. Louis, Missouri. As a semi-independent spin-off of the parent corporation, this business unit developed software in the UNIX and Windows environments for both internal and external customers. Dave developed documentation for a variety of applications, and pioneered the use of PC desktop publishing in the company. During this period he also provided desktop publishing consulting to Anheuser-Busch Companies. OSHA Compliance Dave gained extensive experience developing information products in the chemical industry at Monsanto (later Solutia), also in St. Louis. His early work at the company was focused on the development of policies and procedures to ensure compliance with OSHA regulations in the area of process safety management of hazardous chemicals. ISO 9000 When Monsanto decided to certify its manufacturing processes as ISO 9001 compliant, Dave turned his attention to ISO 9000 standards-based quality management. Over the next six years he developed all of the quality policies, procedures, and work instructions required to achieve certification of multiple lines of chemical manufacturing business. Dave went on to develop similar work products for a TL 9000 certification project at Motorola in Schaumburg, Illinois. TL 9000 is an adaptation of ISO 9000 for the telecommunications industry. He also collaborated in the creation of an ISO 9000-based quality management system for a manufacturing operation at Emerson Electric (PC&E) in St. Louis. CMMI/SDLC After years of struggling to conform to a complex software development life cycle (SDLC) methodology designed by Arthur Anderson, the Illinois Department of Corrections (IDOC) in Springfield, Illinois brought Dave in to redesign the SDLC methodology to be simpler and easier to use. Dave developed a new SDLC methodology based on the principles and best practices of CMM-SW, the forerunner to CMMI developed by the Software Engineering Institute (SEI) at Carnegie Mellon University. Dave stayed on at IDOC to manage the initial implementation of the methodology. Dave later developed CMMI-compliant project communications and quality management work products for the State of Ohio Department of Children and Family Services (ODJFS) Statewide Automated Child Welfare Information System (SACWIS) project in Columbus, Ohio. Systems Integration Dave served as operations manager for the State of Ohio Multi-Agency Radio Communications System (MARCS). On this project, Dave resolved long-standing issues around project documentation and developed the MARCS Operations Manual. Working with the customer, he managed ongoing train-the-trainer sessions and designed instructional materials. He also provided workflow and process analysis and development which was integrated into a Remedy application for service management. ITIL & IT Governance At the State of Ohio, Office of Information Technology, Dave developed a manual detailing standard procedures for the acquisition of desktop PC equipment across state agencies. He also provided research services for the development of statewide IT policy. Dave provided process analysis, process redesign, and full documentation for an ITIL-compatible IT infrastructure resiliency remediation process at Nationwide Insurance. There he also created an annual IT support team work plan that linked company and IT strategies and goals with team and individual work effort in a seamless realization of "big picture" objectives in daily work assignments. Dave provided process analysis and information development services to Nationwide in developing a new Production Readiness Process. He led the Enterprise Production Assurance Team in successfully delivering the Production Readiness solution to meet a key CIO objective. Dave then provided research, analysis, and information development services for a newly developed IT risk assessment process at Nationwide. Dave is currently a major contributor to the development of a sustainable enterprise configuration management capability at Nationwide. At the same time, he is participating in the further development and integration of enterprise production assurance processes. He also is one of a small team of subject matter experts involved in the improvement of the enterprise change management capability and other ITSM processes. |
